EB Motion #44-19 – Change the minimum advanced notice (event flyer) to the Region for all SV Breed Surveys and all SV Character Assessment test (ZAP) events from three weeks minimum to four weeks minimum starting on January 1, 2020.

Motion by Heidi Theis, NBW, and seconded by Nathaniel Roque, DOJ, to change the minimum advanced notice (event flyer) to the Region for all SV Breed Surveys and all SV Character Assessment test (ZAP) events from three weeks minimum to four weeks minimum starting on January 1, 2020.

Background:

1.  Beginning January 1, 2020, the SV is mandating a new SV breed survey entry registration protocol. They will require a 10-day advanced notice for all SV breed surveys done in our country.  The USCA office will be required to submit a “Registration list of breed survey” form to the SV office on behalf of each club hosting an SV breed survey.  The USCA deadline for our clubs to submit their breed survey list to the USCA office will be 14 days prior to the event. This will give the USCA office a few days to make sure the list is sent/received and also to resolve any issues before the SV’s 10-day deadline.

2.  The SV currently has a similar 10-day advanced notice requirement in place for all SV character assessment tests (ZAP) held in our country. In the instance of the character assessment test, the club hosting the test must submit each individual dog’s entry forms and pedigree to the USCA office 14 days prior to the character assessment test. Again, this will give the USCA office a few days to make sure the information is sent/received, and also to resolve any issues before the SV’s 10-day deadline.

Given that USCA will require a 14-day deadline, the current 21-day advanced notice to the region is not much time for a member to plan to enter the SV breed survey or character assessment test. Members would have only one week to decide to enter before the club must submit the list of dogs to the USCA office. Changing the notification to a four week minimum notice will give members two weeks to decide to enter one of these events instead of one week before paperwork is due to the USCA office.

All SV breed surveys and ZAP tests already scheduled for 2020 will need to adhere to the four-week minimum notice, as will any other future SV breed surveys and ZAP tests scheduled after January 1, 2020. All other trial and conformation show notifications will remain unchanged.
